Frank Kolesar
Frank is the founder of Kolesar & Associates. He is responsible for the day-to-day operations of the firm and oversees all client engagements. Frank has over 20 years of state and local tax experience working with Fortune 500 and middle market companies. Currently, Frank manages the multistate tax services provided to clients, including the state report of RAR adjustments, audits defense, compliance processes and preparation of business forms (i.e. withdrawals, annual reports, mergers and entity changes, etc.)
Prior to forming K&A, Frank was a Manager in the State Tax Consulting Group at Arthur Andersen LLP. There, he specialized in state income, franchise, and audit representation. He was responsible for managing the Woodland Hills state tax practice and developing special state tax projects. During that time, he performed numerous state tax projects including apportionment, state modification, audits defense and RAR issues. His depth also included preparing and reviewing multistate income and franchise tax returns.
Before joining Arthur Andersen LLP, Frank was an auditor with the California Franchise Tax Board. He further developed his state and local expertise at other public accounting firms where he prepared and reviewed state and local income/franchise tax returns.
Frank earned his Bachelor of Science Degree in Accounting from California State University, Northridge and is a member of the national society of enrolled agents.
John Murphy
John joined Kolesar & Associates in May 2006. For the preceding eight-plus years, he was a Senior Manager, State & Local Taxes for Cisco Systems, Inc. In that role, John had primary responsibility for all state income tax audits and controversies, multistate planning and research, unclaimed property coordination and assisted with legislative developments. Prior to his time with Cisco, he spent approximately seven years in public accounting with KPMG LLP and Arthur Andersen LLP. He also was a tax auditor with the California Franchise Tax Board for four-plus years.
John earned his Masters of Science, Taxation degree from Golden Gate University and a Bachelor of Science, Accounting degree from California State University, Northridge. He maintains an active CPA license in California. John was active with the Council on State Taxation from 1998-2006, including serving on the COST Board of Directors from 2001-2006. He has spoken before, and presented to, numerous groups including COST, Tax Executives Institute and others.
John lives in Reno, Nevada with his wife and two daughters. He is active in numerous local charities.
